Consent Manager
External content, internal control.
- Pro from €149 / year
Key feature 01 / 04
Consent enforcement
External content such as YouTube or Vimeo videos, interactive tools or maps does not load until users give consent — not even the IP address reaches third parties. A customizable placeholder explains what is blocked.
Key feature 02 / 04
Consent management
Users can withdraw their consent at any time. Admins define which policy applies to each service, and the filter-based implementation works natively in Moodle.
Key feature 03 / 04
External service registry
Start with preconfigured services, add any other service, map several domains to one service and enable or disable services site-wide.
Key feature 04 / 04
Policy integration
Link services to existing Moodle policies, choose how strictly consent is enforced, and keep consent current when policies change.

Everything about Consent Manager
Overview
External content only with consent
Under the GDPR, users have the right to withhold consent for their personal data to be shared with external services. In Moodle, videos (e.g. YouTube, Vimeo), interactive tools (e.g. Genially, Canva) or maps (e.g. Google Maps) are often embedded directly into courses — and even loading this content can transfer personal data such as an IP address to third parties.
Consent Manager ensures that such content is only displayed after a user has explicitly granted consent, giving administrators the tools to handle external content responsibly and in compliance with strict data protection interpretations.

Tech & compliance
Running it
Installation & updates
Installed through the Moodle plugin installer; the Consent Manager filter is then activated.
Reviewing it
Data protection & hosting
Nothing reaches third parties before consent. Consent Manager blocks embedded external content until the user agrees, so not even the IP address is sent to YouTube, Vimeo or other services beforehand. Consents are stored with Moodle's own site policies; the plugin itself stores no additional personal data.
Accessibility & license
Consent Manager is built with Moodle's own template system and the Bootstrap components of Moodle's standard theme Boost, so it follows your theme's colours and fonts. The placeholder image has alternative text; decorative icons are hidden from screen readers. We have not published a formal WCAG audit yet — if something gets in your way, tell us and we will fix it. Released under GPLv3, like Moodle itself.
